As of July 1, 2026, The Maryland State legislature has made some important changes to laws relating to cell phone use in public schools, utilities and vaccination recommendations. The changes are as follows:
Phone Free Schools Act: Each county must develop a plan to ban phones in schools “bell-to-bell” by the 2027–2028 school year. Policies can vary by district but must prohibit electronic device use during the school day, with limited exceptions for disabilities, health issues, translation, or caregiving.
Utility Relief Act: Provides $150/year in direct bill credits for electric bills, averaging about $12.50/month. Lower-income households may save up to $1,400 by clearing past-due balances. The law also expedites permits for data centers using battery and solar power.
VACs Act: Separates Maryland’s vaccine authority from the federal government. The Maryland Department of Health will base vaccine recommendations on independent medical organization guidance.
Debt Disclosure for Video Lottery: Allows the state to share lists of people with certain debts (e.g., child support) with video lottery facilities, potentially withholding winnings.
School Resource Officer Prohibitions: SROs cannot have sexual contact with students; violations are misdemeanors with up to 3 years in prison or $3,000 fines.
School Hiring Transparency: New hires for licensed educator positions must be vetted through the Educator Identification Clearinghouse.
